I updated the url for Fedora 33 but it still fails...

Updating the url to aarch64 should work.
sudo virt-install --name f33-aarch64-urlinst --ram 4096 --arch aarch64 --boot uefi --disk

Domain installation does not appear to have been successful.
If it was, you can restart your domain by running:
virsh --connect qemu:///system start f33-aarch64-urlinst
otherwise, please restart your installation.
