I think your first step is finding out the items that made the FPC
disallow use of software collections in Fedora and work to solve those.
I know they had concerns about FHS / pathing...
I cant seem to find any specific fpc ticket where they discussed this,
but I am pretty sure it was brought up before there. I'd check with
them...
