Yes you're right. Yum's current mode should be the verbose mode.
A benefit of showing stuff is that it makes the command seem faster.
When should yum be quiet?
# yum install package
Should be quiet unless a dependency needs to be pulled in, otherwise it
should fail.
To counter this:
# yum -r install package
could resolve dependencies.
