Correct, Josef still works on upstream btrfs & we have a lot of upstream
developers (some employed by Red Hat) working on btrfs.
I do agree that we need to be very clear about the quality bar needed to flip
the default file system over to btrfs.
I think it is probably worth putting together an updated Fedora Feature page to
lay out what exactly we need.
