I don't really see why this should go in pkg-config... pkg-config isn't
where we set default link flags for the distribution, it's a way to
learn about specific libs.
Why not just make ld do this by default, or put it in the rpm build
config? Is there something we need to know about specific libraries when
we decide whether we want as-needed?
it can't be default realistically and is a per lib thing:
making it default prevents the situation where an app links to a library
in order to provide this service for plugins.
