A configuration option would only work for people who happen to read
fedora-devel-list or care enough to search deeply for it (this is a tiny
fraction of the user base, or I hope so anyways).
My plan is to add a small checkbox to paprefs: "Allow other inactive
sessions to access the soundcard" or something like that.
But again, to implement this is a very low-priority item on my TODO list.
