Just some pointers... don't have much time to chase it further.
A recent (dunno which specific one) rpm in rawhide changed (either
fixed or broke depending on the viewpoint) the interpretation of some
old ways of doing filtering (%filter_setup , %filter_requires_in...),
while the new ways of filtering (%global __prov....) still work.
This apparently left some packages with incomplete requires/provides,
specifically missing auto shared lib provides/requires.
I am guessing dhcp was one of them.
Yesterday, changing a similiar filter setup in samba to the new way of
doing filtering worked around the rpm issue.
