Background (I'm sure Kevin knows this ...):
It's generally a good idea for *-config programs to be scripts,
because you need to run them during the build process, and that fails
if it's a native program and you're cross-compiling. The exception is
pkg-config, since it can be configured to do the right thing by
setting some environment variables.
... Because pkg-config is an engine that reads platform independent
data. Much like a script interpreter running a script. :P
