Where exactly in the desktop and can that be a library?
Policy is going to have to be desktop dependent, since it'll need to
present appropriate UI to handle any drive removals. The backend will
probably be a combination of DeviceKit-disks and either DeviceKit-power
or a dock-specific daemon.
