Plus there's a whole ecosystem around that, like the vertical pod autoscaler:

Even in that world, packagers would have no access to Kubernetes
configuration. Fortunately, we don't use Kubernetes for our package
build infrastructure. That's a complication that I'm grateful to not
have to deal with.
