DumpLocation is unset.
Given that this is the case, are you saying that I shouldn't be getting
core files in $HOME at all?

Maybe you can check your setting in /proc/sys/kernel/core_pattern . If
it does not output like "|/usr/libexec/abrt-hook-ccpp %s %c %p %u %g %t
e", you may not install abrt ccpp hook. Then try start abrt-ccpp
service, which I do that via command :
/etc/init.d/abrt-ccpp start
