You have to create a RPM package
That's not really true, since the package in question already exists in
fedora and would only need an update.
Either poke the current maintainer to update it to a git master snapshot in
rawhide, or submit a pull request against the package yourself (you don't
even need to be an approved packager for that, and pagure also supports
remote PRs from, for example, GitHub).
