no. peer reviews arent assigned to anyone in LDP . editors are assigned only after peer reviews are done by volunteers in the discussion list.

yup actually before we actually submit a document on tldp (on submit@en.tldp.org) any proposals are sent to discuss@en.tldp.org mailing list so that everybody can give their opinion.
