Alpha Release Announcement

The Alpha announcement is due to be completed Monday, and so far, nobody
has stood up to take that task.

I generated a draft announcement (very draft), mostly by copying the
Lovelock announcement.

I have a few changes I'll make to it, and I'll update it as people 
continue to drop their features.
