F18 Release Announcement

I have started work on the release announcement[1]. It is still in a VERY
early stage, and any help would be appreciated.

Looks like a great start! I'd *love* a link to the user documentation
for the DragonEgg tools, though! That's something I just heard about
from the Wiki page!
