F9 relnotes schedule proposal

John Poelstra and I worked together to make this agree with the overall
release schedule and to hammer out some dings.  We invite everyone to
take a look, comment, and fix as required.

We don't have any Guides on the roster yet, but certainly we should
begin considering that schedule and add it as well.  We are also
interested in tracking start dates, as well as the usual end (or target)
dates for these tasks.  John can help identify blocking issues, and
often (as was the case this time) going through the schedule with
someone collaborating can help expose problems or issues.
