how about the other way around?
does anyone know of a utility that can be installed in a Windows system

Well, to answer my own question, I found a driver that installs in
a Windows PC and can read ext filesystem type off a usb pen drive.
It does just what I wanted.
http://www.fs-driver.org/
may that be helpful to some else.
