I suspect your previous Fedora install didn’t have an EFI partition if you are getting
this error. If so, you must have booted Fedora 35 via the legacy bootloader instead of EFI
firmware.
But then when installing Fedora 37, you’ve booted the installer as an EFI target, so it
wants to install an EFI OS and that requires an EFI volume.
So you’ll need to use GPT and include a EFI partition in your partition layout. Or boot
the installation media as a legacy boot entry.
