I am asking a simple question. I have rh9 and want to have the monitor not "turn off" and go into powersave mode. I want to have top running, and visable all the time.

Probably also:
xset s off xset -dpms
If you're in a graphical login, that's the way to go. In case you're sitting at the text console, you'll want to check the man page for setterm(1), especially the section about the '-powersave' option.
