It's not, at least not on the 32-bit version. I had to run
the Live CD
(from a pendrive) and do "yum install gparted" to
repartition my
netbook.

It was at one point like pre Fedora 7, but then it was removed :(
Probably best bet would be to use GpartedLiveCD or SystemRescueCD as someone else already
pointed out. Then let Fedora do its thing after that.
