Generally, "exe" files are Windows executable, although there's nothing
stopping someone from making a Linux file with a name like that. You
can use *some* Windows software on Linux through emulators or virtual
machines, but it may be painful to use that way. Try giving a specific
example of something that you've tried.
2. The disc was purchased via ebay and the brand of the disc is
shown
on the DVD it just says Bootable DVD folling with fedora 7 printed on
top.
Hmm, I'm always a bit dubious of things from ebay, but try this: On a
system that is working, try and browse the disc. You should see
something like this in it:

With the "Fedora" directory containing lots of *rpm files.
If so, it looks fairly likely that you've got a Fedora disc that might
be usable. Of course, if it's a disc that someone else has burnt
there's always the chance that they've just dumped the files onto a
disc, but without making it bootable, as well. Something like that is
still useable, but you'd have to do some more work to be able to boot
and install from it.
