[fedora-websites] Issue #799: F28 - Specify Fedora Server is modular and add modularity repo

We decided to change our Server descriptions to reflect the new features of the Server
images.
Server is now modular and an additional repo can be activated to get and install modules.
We need to write that up and understand the needs of the Server SIG.

installs. It is available right away.

We just talked about it in #fedora-coundil and I'm happy to look at that tomorrow. If
anyone has any ideas about the messages we want to send out, features we wanna pitch, just
please leave it here. So far it looks like Modularity will be the number one feature.
