Correct - This is not allowed in Fedora.
In occasions like yours, I normally use a manually
expanded ../configure
....
IMO, it's much cleaner and less error prone than to mess around with
%configure.
I'd also recommend this way, just run
../configure ...
and pass all necessary flags via arguments.
