IMHO there should be criteria. Contributor irrespective of region should
get chance to attend flock if he is deserving and make sense to Fedora
to be in conference.

Something like:
1. Talk is selected.
2. Fedora contributions.
3. Other activities in conference. Workshop etc..
4. Out of 78 talks may be 80% talks can be from host region contributors
and 20% from other regions contributor.

Agree there might be budget crunch. In that case why not try for partial
sponsorship if contributor is fine with it?

in worst case, if other regions required more travel subsidy give them
same subsidy used for "North America and Europe/Middle East/Afric"
contributors. 

As far as i think Fedora is global contributors project and it make
sense to bring some of them on same platform at least once a year.

These were few points i wanted to share. 

I want to meet people with whom i work mostly on irc/bugzilla and want
to discuss for future development. I am still trying to get subsidy from
other resources, if i get it, i will be there :)

  True, makes sense. Having exclusive events per region, automatically by design divides
the community into separate groups and thwarts a unified community interaction and
experience.

+1 here. This makes more sense while we want to support and implement 
diversity in Fedora. We need a global event, atleast once a year which 
should be open for every Fedora contributor.

I am sure there must be other better solutions to the budget problem 
than dividing events per region.

These are all worth discussing, but the regional events are already
planned for this year.  We'll need to address this after Flock, FUDCon
Pune, etc.

Or maybe at these events too, instead of after. We plan to have an ambassador's panel
discussion at FUDCon, IMO unified global event could be one of the topic for such a
panel.

Yes, that is possible.  My point was more that the events themselves
are already planned and budgeted for, so any possible changes from
such a discussion would be done _after_ those events.

Remember that this is not new. The events have always been regional. We
simply combined the NA and EMEA two years ago. We also chose to go to a
planned schedule, which the other regions are welcome to adopt as well.
(Someone told me that the early FUDCons were done this way as well, but I
wasn't at all of those.)

If you do discuss this at the LATAM and APAC FUDCons, I'd be happy to join
over the phone or IRC to offer some budgetary insight. We've discussed
subsidies on this list and at Flock before, and no one solution is going to
satisfy everyone. But the reality is that the Flock travel budget has been
largely consumed for both years by flights from APAC and LATAM. People in
those regions have their own premier Fedora events and some are in a sense
"double dipping" by being funded to attend both. The NA and EMEA people
don't have that chance, which means by giving the bulk of the travel
funding to APAC and LATAM, we were taking away any chance for the NA and
EMEA people to attend a premier Fedora event while the APAC and LATAM
contributors were getting two chances.

We did discuss whether it was logical to combine all of the global premier
event budgets into one and have a single event. I added up people who
received subsidies last year in APAC and LATAM. If we were to fund the same
number of people with the ENTIRE LATAM and APAC FUDCon budgets, we would be
able to give each $500. Since most people require both hotel and flights to
be covered (few are willing/able to travel on partial subsidies), the
effect would be that many folks would be left with no event to attend at
all, which to me seems like a far worse outcome than regional events.

FUDCon does sponsor partial travel subsidy (full in one or two cases) for a
few NA and EMEA contributors. We would love to do more but there are budget
constraints.

I agree with you that it won't be logical to combine all the events. It
would just be too expensive. But, may be, we can reach a middle ground
where we can partially fund APAC and LATAM contributors. We can set a limit
on number of contributors and amount each contributor gets. I think we are
already working to get this incorporated in regional budget but that might
not be enough.

Agree !! Funding everyone coming from these regions definitely not going
to help with any kind of budget.
We should ideally decide total funding limit for other regions and
prioritize/vote for whom to provide travel subsidy based on some
predefined criteria.

That is where voting and predefined criteria can come into picture. For
FUDCon 2015 we had number of planning meeting to decide subsidies. [1]
/me will definitely not bother if particular contributor is playing key
role in moving Fedora ahead.

Agree!! We should have some funding arrangement for deserving
contributors from NA and EMEA to attend other region FUDCon events. For
FUDCon 2015 from limited budget we have funded few contributors from NA
and EMEA regions though. Its actually very good for FUDCon attendees to
listen and learn from them.

Yes, not a good idea.

IMHO due to some bad experience we should not boycott whole region
contributors from travel subsidy for flock. To me comparing FUDCon,
Flock is special conference. Most of the WG leaders and active
developers of Fedora are from NA and EMEA. Its good to meet, learn and
collaborate with them for Fedora success.

If ie APAC is given a $20K budget for FUDCon, and they have leftovers -
whether by getting third party sponsors, saving, reducing, whatever - can
the leftover funding go to APAC contributor funding for flock?  I know
little about the budget process, but it makes sense to me if regions could
help themselves this way.
