Just to clarify, I have used(multiple times) PayPal account to receive
in India. It works well, I've never experienced any issues.
I have just attached my bank account with paypal and it works fine.
As for the payment for Flock registration, I think any international
card should do. One need not go via PayPal for doing payment.
