It appears to be foomatic. It seems something went bad with the drivers for the CLJ 4500 and 4550 in the upgrade. As to the title of this thread, at the point I started reading it, it looked like a similar problem to the one I had, I didn't notice it started with a rant or I would have started my own thread.

Obviously the printer is getting the output, but the output is corrupted. Communications are working but drivers are not.
I would try different drivers (aka filters) to see if
something works
better, and if not (or even if you get it to work but with different drivers) then submit a bugzilla with information about your config.
So...if its a driver problem and not a communication problem its a foomatic bug or a system-config-printer bug and not a cups bug.
This sounds similar to a reported FC1 problem: https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=110181

Like the help in the driver setup tells you, you should use the PPD for your printer types:
http://www.linuxprinting.org/download/PPD/HP/20031202/hp_color_laserjet_4500... http://www.linuxprinting.org/download/PPD/HP/20031202/hp_color_laserjet_4550...
Download them, gzip them and store them in /usr/share/cups/model/. Done that you are able to choose the PPD drivers in the printer setup.
