in installing packages do i have to really install these two?

what does 'devel' have to do in every package?

devel packages are used mainly when you compile your own applications. Every once in a while you will find something that doesn't have an rpm available and you will need to compile the source code. So if for example you find some new apt utility that no one has made an rpm for and you want to compile it, you may find that it requires the apt-devel rpm installed in order to compile. In general though, you will probably never need apt-devel.

so in general example if i downloaded a
mplayer-xxxxx and so i don't need an mplayer-devel ... am i right?

Exactly. If you never or rarely compile anything yourself you wont be needing any -devel packages. And if you start building stuff you'll notice the need for relevant -devel packages sooner than later :)
