Sounds like they should also enlist the admin's help to change the write permissions in their own user space. "Other" users shouldn't be able to write or modify their files, it's just asking for trouble.

Why is your public_html directory writable by apache? That is the real issue.

Who owns the public_html directory? (cd /home/USER;ls -ld public_html)
Assuming public_html is in your home directory tree, you can change the permissions and ownership from the directory above it to allow you to delete it.
