No. When a service is disabled it can still be started after boot, but when it's masked, it can't be started at all.

Think of "systemctl disable <service>" and "systemctl mask <service>" as being similar to "blacklist <module>" and "install <module> /bin/true" respectively in "/etc/modprobe.conf.d/<module>.conf".
