That was on my USB 3.1 port.
Not sure this is a problem. How big is /dev/sdb? What do you expect dd to do when it hits the end of the drive?
It is 64 GB.

Had you tried ddrescue, a dd-like command with an ability to step past bad areas and proceed with the rest?
