As mentioned, I had to fix the SELinux policy.
In ~/.vnc/xstartup I have:
unset SESSION_MANAGER
unset DBUS_SESSION_BUS_ADDRESS

xrdb $HOME/.Xresources
startxfce4 &
There are a number of error messages in the log, like:

But vnc connected. I did get a Xfce Policy Kit error on connecting.
