I have a laptop with Fedora 30 and on it I use VPN. I'm going to be vague since I can't find what I'm looking for, but. I recall that there is a process which, if enabled, will periodically connect to a fedoraproject server to verify it is connected to the internet.
I'm guessing you have that running and when on the VPN those checks are being blocked.
Sorry, I can't be more specific but I recall either disabling or erasing the package that provided that.
The package I was thinking of is....
[root@meimei ~]# dnf info NetworkManager-config-connectivity-fedora
