This is not a BT speaker.

I tried two configurations, the mobo's sound and the HDMI sound. Both show the
problem.
I suspect some part of the sound pipeline rather than the actual hware sound device.
Another data point: I just remembered that I have a USB sound dongle. I plugged it in and
played sound with vlc
and still had the problem.
Anyway, this is new while I made no change to the machine for a long
while. Just 'dnf update's.
It got much worse in the last week or two.
