Fedora Media Writer works with both Linux and Windows.
It *runs* on both Linux and Windows, but is designed only for writing Fedora (and RHEL) ISO images. From that article: "it downloads and writes your favorite Fedora flavor onto a USB drive".
I see that it does have a "Custom OS" option, but that's for picking an ISO that isn't one of the first two options. The Windows installer ISO is not a live image like Fedora creates. But feel free to try it out and let us know what happens.
