Technically that would be a regression :-) Because it's already
decided a long time ago that 'update' can go away at anytime in the
future without further notice, and shouldn't be relied upon. Hence
deprecated.
To me, the term "upgrade" has always referred to the passage
from one version of the OS to a newer one,
as eg "upgrade from Fedora-22 to Fedora-23".
What term will now be used for the passage to Fedora-24?
