and I made it executable:

The contents of your file are probably failing....
To prove that rc.local is being executed at boot, put *only* the following in the file.
#!/bin/sh
/usr/bin/touch /var/tmp/hello
And reboot.
One common reason for a failure is to not use full path names to executables.
