I have found, the 17 will not get cleaned unless you do:
yum --releasever=17 clean all.
As that is where a "17" release
would store it's cache and yum metadata
that is why i do "rm -rf /var/cache/yum/*" since years
before dist-upgrades and after *every time* i used
"--releasever=" wich a changed param
