I always thought it dished out eth0 eth1 and so on with the PCI slot it was
plugged into. The higher up in the slots it was the lower the number. I have
to admit I've not checked too carefully before but it stuck in me nog that
that was how it worked.

Not only Will it use the lowest IP, but if two cards are on the same
physical net it does the same act. I know -- having this happen testing
hubs and switches.
