There is NO more a system-config-services package. Since the introduction of systemd this package has been rewritten to actually execute systemctl commands with the goal of at one point making that package obsolete. It is now obsolete, not used, not provided, and not maintained.
The command to use now is "systemctl"

But a GUI is a lot more convenience to manage the services. How do I manage /etc/services ? Manually? or the firewall?
