I have....
I deleted the Admin Priv, Reboot, and then enabled. I was prompted for the root PW and
it does as expected.
Now, if one has not enabled the root user, then there is more to be done.

permission to change anything.
FWIW, the "System Settings" process that I'm talking
about simply places the user in the "wheel"
group.
Yes, that's what administrator rights means for a user.
