I ran the named.conf file on 2 systems after just doing "dnf install
bind". No problems.
Lets's confirm a few things.
9.11.28-1.fc32
1. What version of Fedora are you running? I'm testing on F33.

3. Have you changed the files in /var/named? named.ca named.empty
named.localhost named.loopback
Those are the config files that should be loaded.
all but named.empty are empty.
