Regarding yum.conf, the new recommended way is to have a separate <packager>.repo file in /etc/yum.repo.d for each repo you use. So you might add a file fedora.us-extras.repo in /etc/yum.repo.d for that repo.
So yum doesn't care anymore about yum.conf and only uses /etc/yum.repo.d/*.repo files?
It still uses yum.conf. But the .repo files simplifies things. Maintainers can now put together a -release package with their GPG key and all the .repo files, so you just install the -release package and go, rather than download and install the key and manually enter the repo info in a monolithic yum.conf. Freshrpms has already released a freshrpms-release package like this.
