The file /etc/services is a simple text file with a list of the latest IANA port assignments. There is nothing to manipulate.

Yes, and there is also firewall-applet which gives you a nice entry on your systray.
However, a gui to manage the services is a lot better than doing every things manually. At least to see the running services.
I could not find one for gnome.
Why get ride of system-config-services?
Because the whole method of controlling services has evolved from manipulation rc.d files to systemd. There is no desire to maintain a "conversion" utility which system-config-services would need to do.
