Strange.
When I download Exchange from official Microsoft website and installed it in Windows
Server Evaluation Copy, it never asked me to key in product key or ask me to pay for any

What is seat-based licensing cost?
Exchange, both on-premis and O365 is based on a per user license, payable to
Microsoft.
