Dumb question - why are you trying to set TERM? On my system, it already defaults to xterm.
It would also help to know how you are setting TERM, and what error you are getting.

On further thought, /usr/bin/clear is packaged with ncurses, and so one would think that it would depend, ultimately, on /usr/share/terminfo/x/ xterm,which exists and is readable. Hmmmm .... time for a reboot?
I know it isn't much help, but it works fine here. So it is something with the way your system is set up. You can try re-installing ncurses-base.
