WordPress, but if he's not an IT guy at all, it would be better to put
it on a managed site like
wordpress.com. For a bit ($12, I think), you
can use your own domain with their service.
Unless you're going to be his IT guy forever, he should be have a VPS
because it won't get updated. (Same for the CMS.)
