'qemu' is a pseudo-package that installs some support files for non-
Intel architectures which you almost certainly don't need. There is no
'qemu' command.
$ sudo dnf install qemu-kvm
then either use the qemu-system-x86_64 command, or (better) run
virtmanager or virsh to set up a new VM.
