Ever since I upgraded to FC 2 (from Redhat 8.0), I have not been able to burn cdrom.
I was using commands like
cdrecord dev=1,0,0 speed=10 fc3_10f4.iso
in Redhat 8.0.

The command should be something like:
cdrecord --dev=/dev/cdrom

This sounds a lot like the trouble I had with cdrecord, etc. when I upgraded to FC2 from FC1. In my case the problem was that I manually added the 'hdc=ide-scsi' option to the boot line, as I always have had to in the past, all the way back to slackware 5.? But, FC2 finally handles CD writers properly, without this option (but gets hopelessly confused with it).
