The Fedora Spamassassin RPMs do the right thing, in my opinion. They basically encapsulate the spamassassin.tar.gz file and ensure it is installed correctly.
Works for me.

No, just because the following files reside in the /usr/share/doc subtree doesn't mean they're documentation, they actually are spamassassin tools which are useful and are *not* contained in the standard spamassassin FC1 rpm:
