Fedora 20 here with GNOME Shell, fully updated. If I go to gnome-control-center/privacy and change the time after which the screen locks it does nothing. No matter what I enter there it still ocks after 5 minutes of inactivity.
I can query the actual value with:
# gsettings get org.gnome.desktop.session idle-delay uint32 300
I can set it with:
gsettings set org.gnome.desktop.session idle-delay 600 (for 10 mins).
...and it works. I'm just wondering what's wrong with the Privacy applet.
Is it only me or is it a known issue? A search on bugzilla didn't return anything.

It's controlled by the power settings, too. What's the value for "blank screen"?

There you go Steven. Thanks! That's where the 5 minutes came from (Power Setting for Monitor). Ok, I've changed that to 15 minutes. However, now I went to the Privacy applet and changed, under Screen Lock:
Lock screen after blank for "30 seconds" (before I had "Screen turns off")
..but it won't lock the screen after 30 seconds of inactivity. I even restarted the GNOME session. Does it work for you (screen locking)?

15 minutes to blanking the screen, then 30 seconds after blanking it, lock it?
The extra delay giving you a moment to abort locking the screen, if it winks out while you're just looking at something on screen.

15 minutes after idle to blank screen (configured in the Power applet) 30 seconds after idle to lock screen (configured in Privacy applet) which is not working.
The delay to abort locking you mention...I haven't seen any setting for that.
Also, just found out that when you manually lock your screen (on the top right corner) or by pressing SUPER+L it also shuts off your screen as well! Very annoying. There's a bug open for that but apparently the gnome developers aren't convinced yet.

That second time being the delay, because on my *older* system this is how it worked:
x minutes to blanking the screen, then y seconds after blanking it, lock it, then z minutes later, power the screen down
The order of which makes good sense - blank it, then lock it shortly afterwards, then power it down a bit later. The first two time periods were set via a brightness and lock control app, but I have no idea where the third time period was set (none of my system settings thingummies have options pertaining to it).
I'm wondering if you expect it to be doing something different than what it's actually meant to do.
It seems quite daft to lock the screen first, then a long time afterwards blank it. Because a locked, but unblanked screen, isn't very private.

They use the term "blank" in GNOME Control Center but it actually means to power down the screen. And there's no "unblanked screen" since, when it is locked, there's a "lock screen" (like a curtain that shows the date & time on the middle). And yes, there's a fade-to-black effect when it's about to go "blank" where you can stop it.
In a nutshell, instead of:
x minutes to lock screen, then y seconds/minutes LATER to power the screen down
We have:
x minutes to power the screen down y seconds/minutes later to lock the screen
Weird isn't it?
